Volunteer Position Open at Water Board

The Intergovernmental Water Board (IWB) is seeking a volunteer to fill its at-large member position. The board represents nearly 60,000 water customers in Durham, King City, two-thirds of Tigard and the Tigard Water District. The board makes recommendations and advises the Tigard City Council on drinking water issues.

The IWB consists of five members. Each jurisdiction is represented by one member and one member is appointed at-large. The at-large member is selected by majority vote of the other members. Individuals who apply for the position must be available for IWB meetings held on the second Wednesday of each month at 5:30 p.m. Attendance at other meetings may also be required. The at-large member’s term will run through December 31, 2013.

Tualatin Valley Community Band

The Tualatin Valley Community Band, under the direction of Steve Heuser, will host a free concert spotlighting talented young music students from Tualatin, Tigard, and neighboring communities on Sunday, February 26, at 3 p.m. at Rolling Hills Community Church, 3550 SW Borland Road, Tualatin. Besides showcasing these young soloists, small ensembles from within the band will be featured, and the entire 65-member band will play some larger works for concert band. Chantal Kelly at Library

Local author and world traveler Chantal Kelly will introduce readers to the sparkling Amalfi Shore of Italy at the Tigard Public Library on Thursday, Feb. 9, at 7 p.m. Kelly’s book, Gelato Sisterhood on the Amalfi Shore, is part travelogue and part historical review.

Her mesmerizing story may capture the imagination of anyone who has ever been tempted to indulge in the charms of Italy. Kelly’s book will be available for sale and signing after her presentation.

Oregon History "Illustrated"

Public historian and archivist Richard Engeman will present an illustrated history of Oregon at the Tigard Public Library on Sunday, Feb. 12, at 1 p.m. “Oregon History 101” is a condensed overview of Oregon history from the 18^th century to the present.

Using dozens of historical photographs and images, Engeman will provide 300 years of history in 50 minutes. The historian will examine our state’s rapid transition from salmon fisheries to shopping malls, from tall timber to city streets.

SuperBowl at Library - 2/5/12

The Tigard Public Library will broadcast Super Bowl XLVI on Sunday, Feb. 5, on its large screen in the Community Room. Kickoff for the game is scheduled for 3:30 p.m. Pacific Standard Time.

The Library will offer a Super Bowl Trivia Challenge for those who want to test their football knowledge. The winner and two runner-ups will receive gift certificates from a local sporting goods store. Attendees can also try their hand at games like bowling or swordplay on a Wii™ gaming system.

Free food and refreshments will be provided by Friends of the Tigard Library during the game. Alcohol is not permitted on the premises of the Library.

Trimet Tough Choices

As you may have heard, TriMet is facing a $12 to $17 million budget shortfall. Tough budget choices are ahead and we want to know what’s most important to you, your employees and county residents.

We invite you to review the challenges and options presented in this guide trimet.org/choices. You will see that “everything is on the table” when it comes to possible cost-saving measures. All options are being discussed. One of these options is the possible reduction of low-performing bus service. This includes lines that serve less than 15 riders per vehicle hour. Thus, I want to give you an early heads up that, as you may already know, in and near Washington County, these lines are 43-Taylors Ferry Road, 47-Baseline/Evergreen, 50-Cedar Mill, 55-Hamilton and 59-Walker/Park Way. We currently are researching who rides, when they ride and for what purpose. This information will assist with the decision-making process.

TriMet is just beginning the outreach process and is seeking input from everyone via an online questionnaire, meetings, onboard bus outreach and other communication tools. The initial feedback we receive by January 20, 2012, will help us develop a specific proposal before our public open houses occur in February. The feedback period continues through the public hearings in March.

Pharmaceutical Drop Box

A pharmaceutical drop-box was installed inside the Tigard Police lobby. The drop box allows citizens to dispose of unwanted, unused or expired medications throughout the year. The Tigard Police Department is pleased to provide our entire community this newly added convenience. Tigard Police partnered with the Drug Enforcement Administration over the past year by participation in the nationally held Drug Turn-In events. Over 1400 pounds of pharmaceuticals were collected as a result of the past three collection events held in Tigard. Past year abuse of prescription pain-killers now ranks second-only behind marijuana as the nation’s most prevalent illegal drug problem. It became evident the community wanted options to safely dispose of their unwanted prescription medications. To that end, Chief Orr began steps to bring a more timely and convenient option to Tigard residents.

The Med-Return box is available during police lobby hours. Acceptable items for return are prescription medications and samples, all over-the-counter medications, vitamins, pet medications, creams, ointments and liquid medications in leak-proof containers. The drop box is not suitable for thermometers, syringes, IV bags, bio-waste, aerosols of any type, inhalers and Epi-Pens. The drop box is not intended to receive large quantities of pharmaceuticals from health care facilities.

New Tigard City Manager and Engineer

The City of Tigard is pleased to announce the hiring of Michael Stone, P.E. as city engineer.

“Mike brings vast experience with infrastructure and transportation projects and is a highly respected member of the local engineering community,” said Public Works Director Dennis Koellermeier. Mr. Stone holds a degree in civil engineering from Oregon State University and has served as the city engineer for the City of Wilsonville for the past 19 years. Prior to this, Mr. Stone worked for the City of Tualatin as a civil engineer for 10 years. Mr. Stone will join the city on January 3, 2012.

On Tuesday, October 4, Council voted 5 - 0 to offer the city manager position to Marty Wine and has authorized staff to negotiate a contract. Ms. Wine received a Bachelor of Arts Political Science degree from Western Washington University and a Master of Public Administration degree from Seattle University. She began working for the City of Renton, WA in 2006 and now serves as the assistant chief administrative officer. Prior to this, Ms. Wine was a principal associate for Berk and Associates, a local and regional public sector consulting firm in Seattle, WA. Her work experience includes serving as a senior budget analyst for the City of Bellevue, WA from 1997 to 1998 and as a King County, WA budget analyst from 1994 to 1997.

Who's Who on Burnham St. - Chuck Woodard

What can I say about Chuck? He is one of the first property/business owners I met when I became Project Manager for the Burnham Street Project. We hit it off! He doesn't want anyone to know (but we already know) that he is a great Tigard Citizen, awesome advocate for the Burnham Project and really wonderful person.

Chuck's father, Edward, was Tigard's second Mayor and Woodard Park is named after him. Edward opened the Tigard Liquor Store in 1939. Chuck took over the Liquor Store in 1957. Chuck and Arlie have 5 children and 10 grandchildren. You know family is important because Chuck built his house and 4 houses for his children on the same street. One son is living in Idaho or you know he would be there, too.

Chuck moved the Liquor Store to its current location in 1980. The building was Tigard's original Post Office and then housed the Tigard Times.

Chuck is glad to see progress on the Burnham Street project. He has worked with various groups since 1992 to get Burnham Street done. In 1992 it was decided they would do Commercial Street because it was worse (can it be?) than Burnham, with the understanding that they would improve Burnham Street two years later. I'm glad he and others are persistent and patient because here we are getting ready to pave in another 4 weeks. Chuck has attended almost every Burnham Coffee Meeting held on Friday mornings to keep informed and keep us on our toes.

Tigard is fortunate to have Dr. Brad (Smith) and the Tigard Vision Center. The Vision Center has been located in Tigard for over 23 years, first on Main Street and then about 15 years ago Dr. Brad developed and built his office on Burnham Street. The Vision Center provides optometric services for the whole family. They also provide medical eye care that is not routine, such as treatment for glaucoma and retinal eye disease. Dr. Brad is joined in business by his father, Dr. Jack Smith, and Doctors Paymon Seyedhossini and Darcy Taylor.

Peter Louw has been the proprietor of the Tigardville Station Pub & Grill for the past three years. In that time, Pete has put a lot of time, energy and money into upgrading the look of his establishment. He has painted, and installed pavers and an awning on the Main Street frontage of the building. The most recent improvement is the mural that Chris Babin did on the side of the building facing the WES tracks. Won't riders be in for a visual treat? Pete's business serves lunch and dinner, seven days a week.

Kevin Miller retired in 2005 and took up custom painting of motorcycles, although his business card says motorcycles, cars, trucks & other interesting projects. At Miller they do body repair and painting. In the shop right now is a motorcycle body in pieces and various stages of repair and repainting. They work on racing cycles, street bikes and very expensive custom cycles. They also work on auto customization projects. They are currently working on a 1958 Chevrolet Biscane. Kevin is a fan or Steven Martin films and counts "My Blue Heaven" as among one of the best of Steve's films.

Ferguson Enterprises has been in business over 50 years. Manager Joe Palmer has been working for Ferguson for 20 years. They sell plumbing supplies to anyone coming in, but their main clients are plumbing companies, small and large. One of the newer items that they have added to their own line of products, ProFlo, is a Green Solutions low-flow toilet with dual flush.

The guys at Ferguson have been terrific to work with and most patient with our construction project as we have torn out and rebuilt their driveways. They have large delivery trucks that have to maneuver to get to their loading dock and it isn't always easy with construction equipment all over the road.

Who's Who on Burnham St. - Kris Foubert

Kris Foubert, Fine Craft Masonry, came from Belgium over 19 years ago. He has been a mason all his life, like his father before him and his father before him. In fact, his brothers (and basically the whole family) are masons. Kris does both residential and commercial stone work. He is working on the Burnham Street project installing the stone work around the water quality swales. He will also be working on the entry sign at Hall Boulevard and Burnham Street. Kris says he has 3 good looking kids, who just happen to look like their Dad!

I have had the pleasure of working with the Motsumoto family on the Burnham Street project. It is fun to stop by and see the patriarch, William, playing with Miya, while Ginger, the dog follows in her pink sweater.

Nina met William in South Vietnam in 1968 while he was there working for an American company. They married in 1970 and he got out of the country 3 days before the communists took over. Working with the Red Cross he finally got his wife and two children, Min and Dana, out of South Vietnam in 1977. They moved to Iran, where he worked for another American company. War broke out there and they eventually came to the United States in 1979.

Their embroidery business was started in 1980. They have also added silk screening to their services to clients such as Nike, Adidas and local schools. Nina says she can embroider anything that doesn't move.

Richard and Aaron work for Kodiak Pacific Construction, the general contractor for the Burnham Street Project. Richard has worked for Kodiak the last seven years. He has over 34 years of experience in construction, beginning as a flagger when he was sweet 16. He is celebrating his 23rd wedding anniversary Memorial Day weekend, has a son at OSU studying Civil Engineering and another son active in 8th grade sports.

Aaron has been with Kodiak for 10 years and manages the contracts, payments, change orders and miscellaneous paper work. All this construction related work after earning a degree in Human Biology. That biology lab experience came in handy at Morris Brothers, now Knife River, providing quality control. Aaron has been married for 5 years and his pride and joy is 2 year old Hudson.

Who's Who on Burnham St. - Don Hanson / Mike Marr

We've been holding our Coffee Meetings for the Burnham Street project every Friday morning at 7:30 since last November. Don Hanson, owner of Tigard Cleaners, has perfect attendance. Don has owned Tigard Cleaners since 1960. He started out in the business with his wife Shirley. He now has his daughter, Darbie, and grandson, Corey, working with him in the family owned business. Don treks down from Welches every morning to open his doors to community and serve his customers with the same work ethics he's held true to since 1946. Don is one of the local historians we have on in our downtown area. He's just busy having fun on Main Street and we hope he's there for many years to come.

Another attendee of our meetings is Mike Marr. Mike, along with his wife Marie, have been operating the Tigard Sub Shop for the past 5 years. The Sub Shop has been around for 25 years, so they are carrying on a tradition on Main Street. They are most famous for their subs, but Mike says if you really want something big, get the Destroyer! They also have breakfast foods and terrific muffins made on the premises. Mike also owns the Michael Marr, Accountant business. If that weren't enough to keep a sane man busy, he is active in the TCBDA (Tigard Central Business District Association), which seeks to provide economic enhancement and improvements for downtown businesses.

Mike's also very excited about his involvement in the Annual 4th of July Celebration. This year marks the 24th year the event will be held. In 1987, Tigard 4th of July, Inc. was formed to put on an old fashioned 4th of July event for the community. It is held at the high school and attendance is estimated between 15,000 - 20,000. There are fireworks, a band, representatives from the police and fire departments, and old time sack races

Bret Swopes has owned Manning's for 21 years. Bret has been terrific to work with while Burnham Street has been under construction. We have torn up everything out in front of his shop, but he still has his "Open During Construction" sign up and he's open Monday - Friday, 8:00-5:30.

Thor is unaware of the level of jobsite control he has. His clearance level to access "Cat 5" areas leaves him unfazed. He doesn't talk much, but everyone seems to know what he wants. Treats! His official title is "Chairman of the Ash Avenue Dog Park Committee".

He's been seen goin over plans with Construction Inspector, Greg Haffner. He's strategized at length with Parks Supervisor, Martin McKnight. He's schemed with Project Manager, Kim McMillan and Construction Inspector, Richard Bay. And, he's supervised flagger, Hillary's (see below "Who's Who") attention to detail while directing traffic. She supposedly hasn't slipped yet! His daily, top priority is jobsite safety. Go Thor!

Jim Bailey is B & B’s Comptroller (also 23 years) and resident gourmand, taking great pleasure in food with his highly refined discerning palate. Jim and Kim can be found talking about their favorite food finds whenever they are together. The people at B & B are a lot of fun to be around – even when you have to tell them the water is going to be off…again.

B & B provides custom, commercial printing specializing in service to mid-size commercial businesses. The City of Tigard recently had B & B print their new Bicycle Map on a non-paper product called Eco-Stone. The Eco-Stone product is made with calcium carbonate and limestone, among other non-tree ingredients. These maps really “rock” and are water resistant.

Mike Stevenson (left) has been the owner and President of B & B Print Source for 23 years. Mike is active in the local business community. He has been a terrific person to work with on our Burnham Street and Ash Avenue project. We have already shut off his water at least twice, causing among other inconveniences, no coffee!

Mike has worked with the contractor, Kodiak Pacific Construction, through all of the inconveniences to date. Yes, there will be more to come. Pictured with Mike is Ron Rizzo who is in charge of Customer Service and various other things that couldn’t be revealed in mixed company. Kim McMillan (right) is the Project Manager for the Burnham Street Construction project.

Who's Who on Burnham St. - Hillary!

You see her smiling face and flower bedecked hard hat every day. She’s our flagger, Hillary. When she’s not flagging on a street construction project she is driving a pilot car at the airport for their construction projects. She’s been working in construction for 10 years.

Hillary says that the people she’s encountered on our project have been really nice to work with. On a personal note, she is obsessed with Halloween. She’s even painted most of her house in the autumn colors. She has a 3 year old son Keagan.

Free Wi-Fi in Downtown Tigard!

The City of Tigard has launched a free public wireless Internet service in downtown Tigard along Main Street. The service is made possible by a partnership with the Tigard Chamber of Commerce who is providing the facility and the City is providing the hardware and the Wi-Fi service. The public will need a wireless ready laptop or PDA and this service does not require a subscription or logon.

The launch of the free public wireless Internet access helps to complement both the City’s goal of promoting Tigard as a Place to Call Home and the City’s current redevelopment of downtown Tigard to attract business and people. The Wi-Fi service will be available along the length of Main Street, Burnham Street, portions of Fanno Creek Park, and the Tri-Met WES station. Free public wireless hotspots are also located at Cook Park and the Tigard City Hall complex.

The implementation of the wireless access uses low cost devices to repeat the Internet signal throughout downtown and the devices were installed by City of Tigard Public Works staff, reducing installation and maintenance costs.

Tigard Upgrades its Emergency Notification System “CodeRED”

Effective July 1, 2009 the city will upgrade its CodeRED emergency notification system.

Getting the word out about an emergency is essential to public safety. Tigard’s CodeRED emergency notification system can do just that. By phone, the system can provide Tigard businesses and residents with up-to-the-minute information on utility outages, missing persons, fires, evacuations, floods, bomb threats, hostage situations, or other emergencies.

After the last test message, we received several positive comments and suggestions about the system. One suggestion consistently offered was that the number on the caller-ID was not recognizable and therefore callers did not pursue or follow up. With this upgrade, the number will be consistent 866-419-5000. When citizens see this number displayed on their CallerID, they will know the call is from the CodeRED emergency notification system.

Businesses and residents with non-published numbers, cell phone numbers, Voice over Internet Protocol (VOIP), or recently acquired numbers are encouraged to register their address and phone number and ensure all your employees and/or family members are familiar with this number.

The upgrade also allow message recipients to, if they miss the call, dial the Universal ANI back to hear the last message delivered to that number. Additionally, the city will be working with the local telephone provider to ensure the queries in the VeriSign® database show on the CallerID will even read “Emergency Communications Network”

Metro has launched a High Capacity Transit ‘build-a-system’ tool and survey on their website: www.oregonmetro.gov/goingplaces.
They are asking people to visit the site, choose the links that they want to see (within a limited budget), and take a short survey. It is still important that as many people as possible build a system and complete the survey to make sure Metro understands the need for transit in this area.
